Republican legislative leaders are considering a back-up plan in the event a lawsuit overturns the state's new emergency manager law, or it's suspended by a petition drive.
Senate Majority Leader Randy Richardville said lawmakers passed the new emergency manager law because of the financial crises that exist throughout the state. And he said repealing the law would be a mistake.
"In peeling back the layers of government that we have, there's no question that we're in dire straits in probably as many as 30 to 40 municipalities. Maybe more."
There are five local units of government with emergency managers, including Flint, Ecorse, Pontiac, Benton Harbor and Detroit Public Schools. The finances of Detroit and Inkster are under review by the state.
