Governor Rick Snyder will be in Detroit Friday. He's expected to announce he agrees with a review team's conclusion that Detroit is in a financial crisis, and the city's elected leaders don't have a plan to solve it.
Detroit's been operating under a consent agreement with the state since April of last year, but a state-appointed financial review team found the city is still sinking further into debt.
There's no official word on what the governor will do, but he has said the condition of Detroit's finances is unacceptable.
"We need Detroit to be on the path to being a great city again if Michigan's to be a great state again, and Detroit's in financial disarray."
If the governor declares a financial emergency, city officials have 10 days to contest the finding before the governor can name an emergency manager.
Eight other cities and school districts are already being run by state-appointed managers.
